Educating Cameroonian focal point and the African members seating in the Rotterdam Convention’s CRC on the link between national lead paint regulation/law and Notification to list Lead Chromate in Annex III of the Rotterdam Convention
Start date
17.10.2025
27.10.2025
Brief description of event
Lead is harmful to everyone and damages the vital organs such as reproductive systems, kidneys, liver, blood and brain. Young children are more vulnerable as their nervous systems are still developing and they absorb 4-5 time more lead than adult which can cause intellectual disability, underperforming at school and behavioral issues; In adult, lead exposure increases the risk of ischemic heart diseases and stroke; in pregnant women, lead exposure damages many organs but also negatively affects developing foetus. One of the wide sources of exposure to lead after TEL/TML was eliminated in gasoline is lead paint.
Facing this fact, countries are increasingly becoming conscious of the urgency to act and are enacting national regulations to ban lead paints to protect the health of their citizens. However, it has be noted that one significant enforcement challenge facing developing countries that have banned or want to ban lead paint is the unregulated trade in lead chromates that makes them accessible for paint manufacturing. Another challenge is the ignorance among regulators and government officials of the fact that if a country has adopted a legally-binding regulatory limit of 90 ppm lead in paints, this means it has banned or severely restricted the use of lead chromates in paints. In developed countries (i.e. EU and its Member States, Switzerland, Canada, Australia) where lead paints are banned, lead chromates cannot be added to paint as they are unsafe for their citizens, but some of these countries allow production and exports of lead chromates putting the recipient countries’ children and families at risk. Cameroon and most of the developing worlds except (India and China) do not have domestic production of lead compounds but receive them through imports. Therefore, one of the most effective additional measures to improve lead paint regulation compliance would be to control the trade and import of lead compounds that are used in paint. At the global level, the Rotterdam Convention is the only legally binding instrument able to control the trade of hazardous chemicals, such lead chromates. Understanding the link between national lead paint regulation/law and Notification to list Lead Chromate in Annex III of the Rotterdam Convention for the country is crucial, as well as the engagement of the BRS Focal Points in Cameroon and the CRC members in the Africa Region. If these key players understand the link, they will be able to provide the compelling rationale to speed up the recommendation for listing and the effectiveness of the listing by the BRS COPs within a reasonable period of time by demonstrating that national regulation/law on lead in paint satisfies Criterion (c), and element of positive answers to the following two questions: 1. “Whether the final regulatory action led, or would be expected to lead, to a significant decrease in the quantity of the chemical used or the number of its uses”, and 2. “Whether the final regulatory action led to an actual reduction of risk or would be expected to result in a significant reduction of risk for human health or the environment of the Party that submitted the notification.”

Brief description of event

Brief description of event
The changes in Georgian legislation are an important but not final step towards a complete elimination of lead paints. The promotion of lead paint regulations in the country is relevant. The most common source of lead exposure for children may be paints containing lead chromate pigment. The use of lead chromates can be eliminated by including them in the Rotterdam Convention as hazardous chemicals subject to the Prior Informed Consent (PIC) procedure. This will facilitate compliance with national lead paint laws and encourage more countries to implement lead paint control measures. Objectives: Raising awareness of the dangers of lead paint and existing lead paint regulations in the country; Promoting the thesis “No safe levels of lead”; Raising awareness of the importance of activities and submitting notifications under the Rotterdam Convention.

Stopping Lead Poisoning from Edible Clay (Nzu) among Pregnant women in Nigeria: a case study of Federal Capital Territory (Abuja), Abia state (Aba) and Imo state (Owerri)
Start date

These toxic metals can cause irreversible brain damage, miscarriages, and developmental problems in children. This campaign, held under the International Lead Poisoning Prevention Week (ILPPW) 2025, aims to raise awareness, discourage edible clay consumption, and protect mothers and children from lead exposure—contributing to safer pregnancies and healthier future generations. Brief description of event
The Ecological Alert and Recovery – Thailand (EARTH) joins forces with our local and global partners for the 2025 International Lead Poisoning Prevention Week (ILPPW) on 19-25 October, to raise awareness on the health effects of lead exposure. This year, during the first half of October, EARTH’s technical and research team conducted field visits to inspect paints for lead content in 19 preschool development centers in eight districts of Bangkok. The total number of children cared for by the 19 centers is over 2,500. The X-Ray Fluorescence (XRF) machine was used to identify what elements are contained in paints, and how much concentration for lead content of the building paints, playground paints in playground equipment, and other equipment in the preschool development centers. The machine identifies the elemental content of substances or objects using the principles of X-ray fluorescence, allowing for accurate measurements of the amount and composition of various substances, with immediate results. The inspection of lead content in paint in child centers by EARTH was conducted in collaboration with the Bangkok Metropolitan Administration and the National Institute for Child and Family Development, Mahidol University, by recruiting interested child centers to participate. Crucially, the participated centers were actively taking part, as teachers and other relevant personnel expressed concerns and awareness of the potential for lead contamination in the environments where young children's health could be negatively affected. EARTH will disseminate the results of the lead paint testing and submit to the Bangkok Metropolitan Administration (BMA), as well as report back to the 19 preschool development centers. The findngs will also publicize on EARTH’s website. The International Lead Poisoning Prevention Week (ILPPW) is an international campaign initiated by the World Health Organization (WHO) and the United Nations. Recognizing this issue, the Global Alliance to Eliminate Lead Paint (GAEPP) was established to urge countries worldwide to eliminate the use of lead in paints to prevent lead exposure, particularly in children, and push for the completion of action to eliminate lead paint through regulatory action at the country level.

Brief description of event
Paints are one of the main sources of lead exposure in Togo, making populations vulnerable to diseases linked to high blood lead levels and lead poisoning. They are used in buildings, crafts, toy licking, etc. Scientific studies have revealed that in Togo, 30% of paints sold on the Togolese market have lead concentrations above 90 ppm, the standard recommended by the WHO. The activity to be carried out consists of organising a stakeholder consultation workshop to define a roadmap leading to the adoption of regulatory texts for the elimination of lead in paints. This workshop will bring together sixty people from the public administration and private sector stakeholders. The overall objective is to inform, educate and communicate about the health and environmental impacts of lead on human health and regulations on lead content thresholds in paints. Specifically, this involves: -Raising awareness among the various stakeholders about the health impacts of lead; -Sharing the experience of the NGO ‘Friends of the Earth’; -Disseminating the ECOWAS ECOSTAND 092-2022 standard on lead content limits in paints.

Brief description of event
This program will leverage the LEAD Podcast created and hosted by Shannon Burkett, mother of a lead-affected child and founder of Emblem Entertainment, to engage lead-impacted families, health care professionals, journalists, and elected officials and government employees in six of New York State’s most lead-impacted communities: Buffalo, Rochester, Syracuse, Albany, Garrison, and New York City during the 2025 National Lead Poisoning Prevention Week. Shannon Burkett and Jenny Maguire of Emblem Entertainment and Gabby Gonzales of Clean+Healthy, which co-leads the statewide collaboration of Lead Free Kids NY, will travel to each community to hold 1 - 2 Silent Disco” style listening events (with headphones provided) followed by a “talk back” panel, including local speakers with scientific expertise and direct lived experience. The optional second event will focus on health care providers. Through these events, we will increase understanding of the ongoing problem of lead poisoning in New York State, driven by old paint in our aging housing stock. We will give local lead-impacted families the opportunity to speak for themselves for social media posts. To iterate this process and ensure communities get the scientific information they need, a survey at the end of each event will help determine future podcast content and/or fact sheets to be produced by Lead Free Kids NY, and provide feedback to health care providers or the New York State Children’s Environmental Health Centers (NYSCHECK, nyscheck.org). Project Goal: Using LEAD podcast, we seek to educate, engage, connect, and activate lead-impacted families, health care providers, and elected officials to advance lead poisoning prevention. With the trust and willingness of the communities we reach, we are hoping to get more stories along the tour to share where lead poisoning education is lacking and document what people’s reactions and thoughts on the podcast are. We want to capture the most authentic reactions possible, and to inspire action by community members, health care professionals, and elected officials to advance lead poisoning prevention. We also hope that people will get interested in the story and journey. As a result we would like for them to continue listening to the podcast and engage in activism in whatever level they have capacity for. What type of activity do you plan to organize for this year’s ILPPW?

Brief description of event
Environmental & Public Health International (EPHI) announces the global relaunch of the Lead Service Line Replacement Cost Calculator (LSLRCC), a UNEP-recognized, free, multilingual, EPA-aligned planning tool that empowers governments, Tribal Nations, and utilities to estimate and plan the costs of lead service line replacement projects and protect public health. With an estimated 9.2 million lead service lines in the United States, the need for equitable and data-driven planning tools is critical to accelerate safe water infrastructure replacement and eliminate lead exposure risks. The updated version of the LSLRCC webpage expands its mission-aligned resources, including the addition of a UNESCO-IHP WINS DOI for citation and integration into water infrastructure grant proposals, and new linkages to UNEP, global databases, academic institutions, and public health leaders. It maintains full scenario modeling, multilingual functionality, and free public accessibility to better support underserved communities and advance compliance with the EPA Lead and Copper Rule Improvements (LCRI). This initiative supports the World Health Organization’s campaign to eliminate lead exposure, while advancing UN Sustainable Development Goals 3 (Good Health and Well-Being) and 6 (Clean Water and Sanitation). Recognized by Global, Scientific, and Policy Leaders. United Nations System: UNEP, UNESCO, UN WIPO GREEN Technology Marketplace, UN Global Compact Water Action Hub, UN Decade Playbook. Global Policy & Transparency: OECD Policy Observatory, Taskforce on Nature-related Financial Disclosures (TNFD).
